Demolition and Enabling Works Commence on Opera Site

The biggest single commercial property programme investment in Limerick and largest ever outside the capital got underway today at the Opera Site.

Having achieved planning in February 2020, the demolition and enabling works programme were commenced today by contractor John Sisk & Son Ltd at the 1.62 hectare site. Pictured with Limerick Twenty Thirty Chief Executive David Conway is Cogent Director Ciaran McArdle, Michael Collins Mayor of the City and County of Limerick and Pat Daly Chief Executive of Limerick City and County Council.

Cogent Associates are providing Project Management, Cost Management, Employer’s Representative, Assigned Certifier, PSDP and BIM services to this landmark development.

Among the key elements of the project will be a 14-storey landmark office space building; a five-storey aparthotel with 13 separate apartments and retail on ground and basement levels; a 4-6-storey over-basement building with office space, retail and restaurant/café; a new state-of-the-art library plus significant public realm.

Planning Permission for BioConnect Innovation Centre

Cogent Associates are delighted with the recent planning grant for our client BioConnect Innovation Centre CLG. This facility will provide state of the art Category 2 Laboratory space and will set the bar for research and innovation hubs both nationally and further afield.

This facility is being designed to BIM Level 2 standard, with federated models used to coordinate the tender stage design information.

The project is being driven by Monaghan County Council and we are providing Project Management services, with an Integrated Design Team structure led by award winning architect Ostick + Williams.

Google to Offer 46 Boland’s Mill Apartments to Key Workers

In light of current housing supply issues, Cogent Associates are very proud to be involved in Google’s local community affordable housing initiative at Boland’s Mill, featured in today’s Irish Times.

Cogent’s relationship with Google spans more than 10 years and over this time we have worked on many exciting and sometimes challenging projects, from the award winning EMEA HQ on Barrow Street to the current Boland’s Mill Quay redevelopment.

Appointment to Deliver Social Housing in Co. Kerry

Cogent Associates have been selected to provide Employer’s Representative services to Clúid Housing for the delivery of 54 semi-detached, social housing units in Milltown, County Kerry.

To be constructed using the ICF (insulated concrete form) method of construction, this brings the total number of social housing units Cogent Associates are helping to deliver this year to over 2000.

Milestone Reached on Inner City Apartment Build

We are pleased to see the completion of 2 levels of underpinning to create a six storey, over 2 levels basement, inner city apartment building in Dublin 2. We are providing Project and Cost Management services on this inner city build for Merrion Property Group.

This is a significant milestone that ensures the structural stability of the protected walls following the demolition of an existing two-storey structure. The project has presented many engineering challenges due to the logistics of the tight site and the impact of COVID-19, however we are pleased to see it making good progress to the next stage of construction.

Fitout Appointment, Citywest

We have recently been appointed to provide Cost Management services for the fitout of 55,000sqft office space in Citywest for an international financial services firm.  

Designed to smart building standards, it will be one of the first fit out projects in Ireland specifically designed to take account of Covid-19’s “new normal”. The office will provide flexible workspace with an emphasis on healthy indoor environment, designed in line with WELL and LEED standards.

Strategic Housing Development (SHD) in the Current Climate

A tough decision for anyone considering large scale residential development in the current climate will be choosing which projects can possibly benefit from the SHD route. Legislation was introduced in 2017 for a two-year period and due to its initial success, the deadline was extended until the 31st December 2021.

Whether or not the Minister for Housing introduces revised legislation or reverts to the previous process remains to be seen, either way anyone intent on fast tracking their planning application via the SHD route, would be wise to start preparations in Q1 2021.

The design and planning preparation for projects of this scale can range from 6 to 12 months, depending on the outcome of the consultation process, not to mention the current challenges that face the construction industry and economy as a whole.

Understanding the relevant planning regulations and processes and keeping abreast of any changes to legislation is critical for anyone considering residential development. We have provided links to further reading on the SHD route below.

Work Commences at Grangegorman Print Works

Cogent Appointed on €200m Limerick Opera Development

We are delighted to announce that Cogent Associates has been appointed as successful tenderer for the key role of Integrated Project Management on the circa €200 million Limerick Opera mixed use project.

“This is such an exciting project to be involved in as not alone is Opera of huge significance to Limerick but by virtue of what it will do for the regional economy in the Mid-West, it will have national significance. It is a ‘key-note’ development in line with the government’s Rebuilding Ireland 2040 plans. Older Persons Social Housing Development

Work has commenced on this newbuild Older Persons social housing development located at Fernwood Park & Maplewood Heights, Tallaght.

Cogent Associates are providing ER services to Clúid Housing and age-friendly housing provider Clann for this project.

The development, located across two sites will provide a total of 40 residential units, predominantly one bedroom with some two bed units, designed to overlook open spaces and landscaped areas.  Communal and community facilities will be provided at ground floor level of the Maplewood apartment block.

Pre-Application Lodged for St Kevin’s, Cork

Retained by the Land Development Agency since 2018, our work as Project Managers continues as a pre-application is lodged with An Bord Pleanála for 274 dwellings, a creche and an enterprise office centre on the former institutional lands of St Kevin’s, Cork.

With a mix of townhouse and apartments, this development includes the conversion and renovation of the existing St Kevin’s Hospital protected structure and is designed to address the housing shortage in Ireland.

Construction Works at Boland’s Quay Resume

Great to see that construction works at Boland’s Quay have resumed, with new operating procedures in place.

Cogent’s relationship with Google spans more than 10 years. We were appointed as Programme Managers in April 2010 to coordinate the development and delivery of a Masterplan, for a 4,000 person European HQ Campus in Dublin City Centre.

Since then, we have coordinated the delivery of high quality fit-out, refurbishment and upgrading of recently leased and currently occupied properties, spread over thirteen separate office buildings, across various Dublin city locations, including associated infrastructure requirements.

Iconic Offices Receive WELLv2 Certification

We are delighted to congratulate our client Iconic Offices on achieving WELL v2 Gold Certification at The Lennox Building. The first WELLv2 certified project in Ireland and the first WELL certified flexible office space in Europe. Never before have healthy buildings been so topical and we will no doubt see a significant increase in the number of buildings designed to WELL certification and other standards that have a positive impact on human health and wellness.

Social Housing – Construction Resumed

Cogent Associates is back on site providing Employers Representative Services to Cluid for the delivery of essential social housing in Dublin, Cavan, Killarney and Dingle.

The range of housing and apartment types is intended to respond to both general and special needs, with scope to accommodate families of varying size, single people, older persons and people with disabilities.

A resumption of operations has been made possible thanks to careful planning and review of the health and safety documentation and procedures by the project team and the client and the willingness of all to comply to the new Health & Safety Standard Operation Procedures. It is encouraging to see signs of recovery, with construction sites gradually reopening, safely.

Prepared for Construction Sites to Re-Open

Here at Cogent Associates we have been project managing the design process in anticipation of a gradual reopening of the construction sites in early May. 

Although the new operating procedures for live construction sites may slow down progress on site, in some ways we are going back into this stronger and ready to hit the ground runningWorking remotely has led to greater opportunities to communicate, with fewer interruptions and more opportunities to pause for thought. This has enabled us to successfully move projects forward, with strategic decision making, thanks to a greater appreciation and understanding of projects by the wider design team. We look forward to sustaining this level of collaboration to ensure effective mobilisation and compliance with the CIF Standard Operating Procedures so that works proceed safely.

Cogent Associates update on the procedures we have taken to protect the health and safety of our workplace and to ensure service continuity, as a result of COVID-19.

We are closely monitoring the COVID-19 pandemic and have plans in place to deal with the worsening situation. This includes a commitment to our clients to maintain a consistent level of service continuity. We have taken various measures to help contain it. These include:

Business Continuity: All our employees have the ability to work at home remotely and securely. The required infrastructure and connectivity to our systems has been established and tested.
Best Practice Health Measures: We have provided specific “best practice” guidance to our employees on how to help contain the spread of the COVID 19 virus.
Meetings: Non essential visits to our office or attendance to meetings are limited and meetings are conducted by conference or video calls.

Volumetric Housing in Cavan

We are delighted to be able to share images of a volumetric housing development we are working on with Cluid Housing at The Gallops, Co Cavan. Thirty four houses are being installed using pre-fabricated room pods and rafters. 80% of the construction takes place in a controlled factory environment, with only 20% construction required on site. Project Completion for Mount Argus PRS

Mount Argus, a strategic PRS housing development located at Harold’s Cross, achieved Practical Completion for the Marlet Property Group, ahead of programme. A great achievement by Cogent Project and Cost Managers and the wider team. The Development comprises 179 residential units, ranging in height from 3-5 storeys, 236 basement car parking spaces, including open spaces, community building, a gym, hot-desking zone and creche.

Bonham Street Modular Housing

Ground preparation works are underway at Bonham Street, as part of Dublin City Council’s new modular, Social Housing Development. When complete, the accommodation will offer circa 60 social accommodation units over 2 blocks.

The modular element of construction is designed to maximise off site manufacture and reduce overall on site construction time, in order to facilitate a rapid delivery of the units. Similar developments in terms of scale and modular construction methods are underway at Bunratty Road and Cork Street, with other sites in planning.

This project is one of several modular developments that our Cost Management Team are currently working on, both public and private.

Cherrywood SDZ

Cherrywood Town Centre, the retail development underway in the Cherrywood Strategic Development Zone, is scheduled to be presented at the MAPIC property event in Cannes next week. Cogent Associates are supporting Dun Laoghaire Rathdown County Council in the delivery of the infrastructure works associated with this SDZ, the largest urban development in the State. This 880 acre SDZ comprises approximately 40,000 sqm of retail space, 8000 Residential Units, 88,000sqm of commercial units, schools and includes c.10km of new road construction, several bridges, new parks and cycle routes, as part of the essential infrastructure to support the residential neighbourhoods, villages, retail and leisure areas currently being developed.

Shining a Light on Homelessness

We were delighted to take part in this years’ Shine A Light charity event, organised by Focus Ireland who help families, young people and children at risk or affected by homelessness. A number of brave souls from Cogent Associates, along with over 1000 people across Ireland, slept out on Friday 18th October, to raise awareness and Shine a Light on homelessness.

This was a fundraising initiative that was kicked off with a series of Friday bake sales at Cogent, featuring a delicious array of home baked goods, including scones, brownies, sausage rolls and lemon drizzle cake, raising nearly €400. We have since received very generous donations from our colleagues, clients and supporters, which has helped us to raise an amazing €4,000.

We would like to thank everyone who donated and those who slept out. Not forgetting Focus Ireland and the volunteers, who do such great work to support people who are homeless.

Student Accommodation – over 630 beds delivered this Summer

This Summer Cogent Associates delivered over 630 purpose-built Student Accommodation rooms in Dublin. Developments in Montpelier Hill and Dominick Street were completed in time for the start of the new college year and add to a total of 1500 beds, at various stages of delivery. All are finished to a very high standard, with amenity spaces including games room, café, social areas and extensive external space and public realm. Services provided by Cogent include Project Management, Cost Management and ER Services

Appointment by BioConnect Innovation Centre CLG

We are delighted to confirm our appointment by BioConnect Innovation Centre CLG to support them in the design and construction of a biotechnology research and innovation centre. The new state of the art Innovation Centre in Monaghan, supporting 250 direct and 1,000 downstream jobs, will create a platform for regional transformation by supporting companies perform biotechnology research in a rural area.

Dragons at the Docks Fundraising Event

Well done to the Cogent Dragon Boat team – we may not have been anywhere near winning this year’s Dragons at the Docks charity fundraiser, but we had fun participating and it was for a great cause – the Dublin Simon Community, supporting the homeless.

Over 72 teams battled it out at this year’s Dragons at the Docks boating regatta, organised by the Irish property industry. Cogent Associates Managing Director Kevin James and Director Anthony McCarthy were great sports, putting themselves forward for the Dunk Your Boss event. Both were unceremoniously ‘dunked‘ into ice cold water! With over €350,000 raised this year alone, it was all for a good cause.

We hope to be back next year, albeit better trained!

 

Cluid Housing Kerry – Rapid Build & Energy Efficient

With housing shortages and the EU’s NZEB deadline for newbuilds looming, the social housing developments by Cluid in Co. Kerry are current examples of rapid build and energy efficient construction.

Cogents experience with this development, combined with DCC’s modular building projects, is providing us with valuable insights into new construction methods, designed to meet the current demands facing the housing sector.

The major challenge, as outlined in the SCSIs most recent Tender Price Index Report, is the skill shortages. With costs forecast to rise another 6.3pc this year, well-informed, fact-based decision making will be crucial.

€240m Purchase of Cardiff Lane Office Scheme

We were delighted to read news of the purchase of the Sorting Office on Cardiff Lane. Cogent Associates provided both Project and Cost Management Services for Marlet Property Group Ltd. Our involvement included the management of the development of a masterplan for a mixed-use site between Cardiff Lane and Lime Street, which included contemporary and heritage buildings, integrated public realm along with commercial, retail and residential accommodation.

5km Staff Relay

Teams of Project Managers and Quantity Surveyors from Cogent Associates participated in this years PwC 5km staff relay in Phoenix Park. It was a great fun event and as usual, well organised and well attended. As Ireland’s biggest staff night out, it was a great opportunity for team bonding!

Tender Price Index

The Society of Chartered Surveyors Ireland Tender Price Index Report has forecasted a national increase of 3.35% for the first 6 months of 2019. The report also highlights a slowing of tender inflation for the first time since early 2017. This will bring construction prices back to peak 2007 levels.

SCSI QS Group Chair and Cogent Associates Managing Director Kevin James, explained that “allowances for Tender Price Inflation (TPI) among construction projects vary according to their sector, size, complexity and location, therefore advice should be sought from a Chartered Quantity Surveyor before deciding an appropriate TPI provision for your construction project.”

Women in Construction – The Path to Success

In our series designed to encourage young women to consider a career in the Construction Industry, we asked Cogent Project Manager Fiona Little to tell us how she came to work in the industry.

What were your favourite subjects at school?

Maths and Biology.

Did you know, while you were at school, what job you wanted to do?

No; I liked problem solving and science subjects, but I didn’t have a clear career path in mind.

Did you go on to further study after leaving school and if so, what made you choose that course?

Yes, I studied Structural Engineering with Architecture as my undergraduate degree and then completed a Masters in Civil Engineering with Business. I chose to study engineering as I liked the subjects and as a primary degree it provides relatively broad career options.

What was your first job?

My first job was working in a bakery during 5th and 6th year (turned me off cream for years!) and my first professional job was working as an intern in the University of Illinois at Chicago in the Office of Sustainability.

You now work for Cogent Associates as a Project Manager, what do you like about your job?

The variety; every day is different, we work with a diverse range of clients seeking to deliver exciting projects. There’s always something to learn on each project, depending on the team, scope, site, technology etc and for me that’s one of the best bits about the job.

What advice would you give to any young woman considering a job in the construction industry?

Try it out; if you know someone working in construction ask them if you can shadow them, go to industry events, try to get work experience in an area of interest to understand what the day to day job is like.

700 Student Beds Due in September 2019

Cogent achieve a significant milestone this week leading the procurement of Walls Construction to deliver two student accommodation developments in Dublin City Centre, Dominick Street and North Circular Road.

Acting on behalf of Global Student Accommodation (GSA), Cogent are providing Project Management, Cost Management and Employer’s Representative Services.

These developments are due for completion in September 2019 and represent a segment of the 2,500 student beds Cogent are currently delivering on across Dublin, Cork and Galway.

Delivering these much-needed units across multiple locations demonstrates our capability and commitment in supporting clients through the design, planning and construction processes in line with the Irish Government’s National Student Accommodation Strategy.

Nick McPhilemy appointed Director with Cogent Associates

We are delighted to announce the promotion of Nick McPhilemy to Director of Cogent Associates.

Nick joined Cogent from AECOM, where he served as Senior Associate Director, leading the Cost Management team for the redevelopment of Capital Dock for Kennedy Wilson. With over 30 years experience, Nick has worked across a variety of sectors in the UK, Europe and United States.

“I was delighted to join the Cogent team given its diverse portfolio of work and ambitious plans for future growth. The business has an excellent reputation spanning 20 years and has delivered award winning developments for Clients such as Google and Central Bank. I worked with Kevin and Anthony before leaving Dublin to lead the Cost Management team to deliver the £165.0m mixed use development, retail/residential development of Victoria Square, Belfast, for Multi Development UK Ltd. This new role gives me a great opportunity to build on my commitment to support Clients and Designers to develop creative work spaces across diverse markets, whilst maintaining focus on the balance between capital cost and profitability,” said Nick.

Cogent Seminar on Soil Waste and Management

One of the crucial aspects of all construction projects is what are the challenges in dealing with contaminated waste from brownfield sites. Staying up-to-date on the regulations pertaining to waste extraction and disposal is why Cogent team members, attended a seminar in our offices facilitated by Malcolm Dowling and Kevin Cleary of Verde Environmental.

Hervé Besse Celebrates 10 years with Cogent Associates

Cogent Team participating in Assessment of Professional Competence (APC) Seminar

As part of their on-going Career Action Plans (CAP), Cogent Associate team members attended one of their regular lunchtime training sessions for their APC.

The Assessment of Professional Competence (APC) is typically a period of structured on-the-job training and assessment under the guidelines set out by the The Society of Chartered Surveyors Ireland. 

It is comprised of a set list of skills — or competencies — set out by each of the Society’s Professional Groups. In order to become Chartered within one of these Professional Groups, a candidate must attain these competencies to the required level. The competencies are a mix of interpersonal, business and technical skills.

Kevin James to Speak at SCSI / PwC Irish Construction Survey 2018 Breakfast Briefing

Managing Director of Cogent Associates, Kevin James in his role as Chairperson of the Quantity Surveying Professional committee of the SCSI will present the findings of the SCSI / PwC  Construction Survey 2018.

The report is being launched in the Spencer Dock Offices of PwC and Kevin will be joined by Sean Brodie VAT Partner in PwC and John Mulcahy Co-Founder and Chairman of Glenveagh Properties Plc.

Kevin is looking forward to sharing the findings of this years report with colleagues, friends and representatives of the vibrant construction and property sector in Ireland.

Cluid Housing and Broome Lodge

Although we have many residential projects under development, working with Cluid Housing on their Broome Lodge scheme was highly rewarding. Cluid relied on us for our Project Management expertise and the Cogent team was led by Hervé Besse supported by Tadhg Nihill.

The Cogent team are currently working on several Social and Affordable projects in Dublin and around the country.

Dublin Bike Scheme Expands

Cogent Associates are delighted to be part of the continuing expansion of the Dublin Bikes Network. The latest expansion of the scheme will increase the number of Dublin bikes stations in the city to 116, up from 101, and the number of bikes to 1,600, up from 1,500. We look forward to seeing this great initiative grow and grow.

Central Bank of Ireland Headquarters Building shortlisted for the Association of Project Management’s Overseas Project of the Year award

Cogent Associates are delighted to announce that our entry for the Association of Project Management’s Overseas Project of the Year award, the Central Bank of Ireland Headquarters Building, has been shortlisted by the judges, in the face of very strong competition. Our entry will now go through to the finals of the Project Management Awards 2017 ceremony, which is being held in London on 20th November 2017. Cogent Associates provided full Project Management, Procurement Management and Move Management Services to the Central Bank of Ireland on the project.

Cogent Athletes are Go!

The second weekend in June proved to be a busy first sporting weekend for the Cogent Athletes as they took part in two events! More than 3000 riders took to the roads of County Wicklow on Sunday 11th of June for the 36th running of the Wicklow 100 and 200. Four Cogent staff members completed Ireland’s oldest single day bike ride challenge. Congratulations to Simon Wilson Moore, Noel Walsh and Ciaran McArdle on completing the Wicklow 100 and for Gavan Quinlan for completing the Wicklow 200! Congratulations are also in order for Luke Howard on completing the Carlingford Lough Endurance Challenge Triathlon! A successful weekend for the team and it really does look like we’re off to a good start!
